Universal Pre-K (UPK)
 Universal Pre-Kindergarten (UPK) is part of New York State educational reform legislation enacted in 1997. The UPK program calls for two and one half-hours of early childhood education per day for every four-year old, to be implemented by the Year 2002, in school districts that choose to participate. This recognizes the critical importance of early learning for all children, and the role of child care, Head Start and family child care as part of an early education system.
